NEW DELHI, Oct 3: The planning commission is re-writing the chapter on fertilisers aimed at phasing out almost all kinds of fertiliser subsidies by the end of the Ninth Plan 2001-2002. According to sources in the government, the planning commission has decided to scrap the earlier steering committee report on the fertiliser sector to accommodate the wishes of the finance ministry which impressed upon the commission the need for doing away with subsidies, especially the non-merit ones, in a phased manner.
