
In RESPONSE to a long-standing demand to quicken the decision-making process and improve the efficiency of the Central Paramilitary Forces, the Government is likely to approve the strengthening of the top management in a Cabinet meeting on Thursday.
Central to the process is the creation of the post of Special DG who will be based near areas of operation and be empowered with financial and functional decision-making powers, sources said. The proposal is to create three posts of Special DGs in CRPF, two in BSF and one in the CBI. The Special DGs of CRPF will be based in Srinagar for heading operations in Jammu and Kashmir, in Patna to command operations in the Naxal-affected states and in Guwahati for operations in the North-Eastern states. Similarly, BSF will have Special DGs in Chandigarh and Kolkata managing the force8217;s operations along the Pakistan and Bangladesh borders respectively, sources said. The CBI Special DG is proposed to be based at its headquarters in Delhi.
The Special DG will hold the rank of Director General but will be in a slightly lower pay scale. Sources said the idea was to ease the burden on the Director General and reduce the time-lag in decision making, often one of the most crucial factors in deciding the effectiveness of an operation.
If cleared by the Cabinet on Thursday, the decision will come at a very opportune time for 19 senior IPS officers who were empanelled in the DG rank on Wednesday. All of them except one belong to the 1974 batch of the IPS.
Since there are not enough DG level posts at present to accommodate all of them, the creation of posts of Special DGs will offer a few vacancies fit for their seniority.
