For three months, Rajasthan Chief Minister Vasundhara Raje has been burning the midnight oil to clear files of the 50-odd departments she heads. Instead of expanding her Cabinet of nine ministers, she has increased the strength of the staff at the Chief Minister8217;s Office CMO, depending heavily on them to clear almost 200 files everyday.

And to facilitate all this, she has brought about changes in rules to ensure she is surrounded by people she 8220;trusts8221;, most of whom happen to be 8216;8216;outsiders8217;8217;.

Before the code of conduct came into force, the government made an amendment in its employment rules. Soon enough, the CM hired on contract basis, completely insulating her office from regular government employees.

The 1990 rules allowed the CM and Ministers to hire a private secretary, personal assistant and special assistance on contract basis, the government has opened the doors of the CM office to even lower staff. 8216;8216;We have only reframed the rules,8217;8217; says Mukesh Kumar Sharma, Secretary, Department of Personnel.

8216;8216;There are no government employees from our cadre in the office,8217;8217; says Mukut Bihari Sharma, chief of the PAs and Private Secretary8217;s Association. 8216;8216;The decision was taken despite our representations against it8230;it ensures we have nobody on the CM8217;s staff,8217;8217; he says.
