Upgrading ports adopting common customs rules could boost trade by $280 billion among the 21 Asia-Pacific countries, according to a World Bank.

Trade ministers and presidents gather in Los Cabos, Mexico,from Thursday through Saturday for an APEC meeting to discuss improving trade ties with emphasis on making the flow of goods and services across borders more efficient.
