Nepal ministers absent from duty without notice

The Prime Minister’s Office in newly republic Nepal is dealing with a peculiar problem: ministers leaving the country without intimating the government.

Prime Minister’s daughter Sujata Koirala, minister without portfolio, left forSingapore on May 24. Although, there is speculation that she left with the consent of her father, her work has not been assigned to any one by the PMO.

Shyam Sunder Gupta, Minister for civil supplies was last seen in Patna in India. But the PMO said he had not bothered to inform the Prime Minister or the council of ministers about his absence from Kathmandu.

Maoist leader and Minister for Information Krishna Bahadur Mahara is the only person who wrote a letter informing the council of minister that he would be going to China on a “personal visit”. Mahara is believed to have left for China to interact with senior chinese authorities and secure their consent for establishing fraternal relations with the Chinese Communist Party.

“Ministers are not supposed to go abroad without clearance from the cabinet. But there is no system and no machinery to make them follow these guidedlines,” an official in the Home Ministry said.
