Nagpur varsity clears 7 draft statutes

The Management Council has already accepted the draft at its meeting held on November 3, 1998, and passed it forward for Senate8217;s consideration. Some members felt that while provisions have been made for the procedure of closing down colleges or courses, the statute should also deal with safeguarding the service of the affected teachers. They should be absorbed elsewhere and not rendered jobless by the closing down, the members felt.Senate members R G Bhoyar, D S Buche, Baban Taywade, Dr Arvind Barhate, Babasaheb Ghorpade and Balraj Aher participated in the discussions.A section of the members stressed that the statute needs to deal with what kindof compensation should be given to the affected teachers. Bhoyar went to the extent of saying that all the provisions in the draft are contrary to provisions of the Maharashtra Universities Act. He specifically pointed out that Section 12A and B of the statute are contradictory to Section 923 of the Act. He objected to the encroachment on the rights of the Academic Council by the Management Council. Vice-Chancellor Dr Bhalchandra Chopane clarified that the Academic Council is supposed to evaluate reports while the final decision does rest with the Management Council. The statute sought to codify a directive issued by the previous Vice-Chancellor, Moreshwar Gabhe, that brought down the number of written questions to be asked by members from five to two and resolutions from three to two.
