LUDHIANA, DECECEMBER 20: Though the Punjab Government on Sunday went on record claiming that Ludhiana is the first handicap-free district in the country at the concluding ceremony of `Making Ludhiana Viklang Mukt’ here, there were several handicapped people in the function awaiting their turn to get aid.

The handicapped were sitting in the enclosure specially meant for those who have already been provided with artificial limbs under the Viklang Mukt Ludhiana Project, jointly undertaken by Indian Red Cross Society and Bharat Vikas Parishad.

Speaking to The Indian Express Rulda Singh of Panjrookha village said: "All this was a drama to get media attention. I had lost my legs in a rail accident in the early nineties. I came here today with the hope of getting artificial legs, but could not even get my name registered at the counter. For all the officials and social workers Chief Minister Parkash Singh Badal and Maneka Gandhi were of more importance then us." Badal and Gandhi were both present at theclosing function.

Another 55-year-old handicapped, Sarvan Singh, from Rulda village said: "After I received a letter from the administration to come over here for the limbs, I hired a taxi and reached here at 5 am, but could not the limbs. It would have been better, if I had spent the amount on purchasing a limb from a private hospital. Four more polio-affected handicaps too expressed their grouse against the government.
