The CAG has criticised the UP govt for its Rs 500,000 award to Kapil Dev for taking the highest number of wickets in Test cricket, and termed it 8220;irregular8221; and 8220;arbitrary.8221; The report, placed in the Assembly during the current session, said the payment, made in 1994 from the discretionary fund of the Chief Minister, was against the advice of the CM8217;s secretariat and against rules.
