The Islami Inquilab-e-Mahaz, which claimed responsibility for the serial blasts in Delhi, is no obscure Kashmiri militant group. When IC-814 was hijacked to Kandahar in 1999, the terrorists demanded that India release 36 jailed men and one of them was Zulfikar Ali Shah, head of the Inquilab-e-Mahaz.

Shah, a Pak national from Hyderabad, was arrested by security forces on February 7, 1993 after an encounter in Poonch. He is in Kot Balawal jail in Jammu. A veteran of the Mujahideen’s war against the Soviets in Afghanistan, Shah landed in India in 1992.

It’s learnt that investigators are exploring the alleged involvement of Inquilab-e-Mahaz although leads are few: when the call came to the Kashmir news service office in Srinagar, no number was recorded though the phone had a caller ID. The call origin has still not been traced. Security forces are understood to have picked up “Inquilabi supporters” in J&K for questioning as the RDX-based device used in the serial blasts had a mechanical timer and not an electronic device which Lashkar-e-Toiba men normally use. Preliminary investigations revealed that 4-6 kg of RDX was used in the serial blasts.
