As expected, the Janata Dal (Secular), led by former prime minister H.D. Deve Gowda, lends special thrust to issues concerning farmers and rural development in its manifesto released on Monday.

The party promised total waiver of interest on loans availed by farmers, five per cent subsidy and simple interest rates on farmers’ loans, restoration of ‘green’ ration cards to poor providing rice at Rs 3.50 per kg and free clothes for BPL families.

Gowda sought a clear mandate for his party to install a ‘‘farmer’s government’’ in the state. He promised to set up a price stabilisation fund and strictly implement the Seed Certification Act besides market intervention by the government to provide fair price to farmer’s produce.
