Jailed leader of the ultra-Left People’s War Group Arvind Kumar has threatened to go on a hunger strike against the pitiable conditions inside Beur Model Prison. But the Minister for Jail probably thinks that is how they are meant to be.

Responding to a letter by Arvind on Patna’s Beur jail, Minister Basawan Bhagawat said: ‘‘Jails are not five star hotels or resorts.’’ On the threatened hunger strike Bhagawat added, ‘‘He can do what he wants.’’

Arvind’s letter, addressed to the Jail Superintendent and distributed to the press, says prisoners in the ‘‘model’’ jail are denied basic needs — there isn’t an adequate supply of medicines, food, clothes or fans.

‘‘Food and material are stolen by authorities and sold outside,’’ says the letter, copies of which have been sent to Bihar Chief Minister, Rabri Devi, and National Human Rights Commission among others.

Kumar adds that while weapons, drugs and liquor circulate among the jail’s dreaded criminals, prisoners without clout live in miserable conditions. The Jail Minister’s view on this allegation is candid: ‘‘If he can leak his letter out of the jail without the permission, then all these (drugs and liquor) also are possible.’’

Arvind, in jail for the last 10 days after his dramatic arrest by the state police, said he has been denied medical treatment.
