Mumbai, April 25: State Assembly Speaker Arun Gujarathi today said he was successful in creating an atmosphere of `understanding’ between legislators belonging to both treasury and opposition benches in the House.

Reviewing the proceedings of the 22-day-long budget session which concluded on April 20, Gujarathi told reporters at Vidhan Bhawan here that he, however, was not happy with the noisy scenes which disrupted proceedings of the House on several occasions.

“No presiding officer would be happy if the proceedings are conducted in an atmosphere of din and uproar”, he said.

Gujarathi said there was “no pressure from any quarters” on him on the issue of clarifications sought by 19 NCP legislators over their names being published in a newspapers as `dissident NCP legislators’.

The Assembly Speaker also stressed the need for having meaningful discussion on bills. The business advisory committee should decide the duration of a discussion on the bill, he said. He cited a case where a bill was discussed for 497 minutes but nothing concrete emerged from the debate.

Bills having excessive amendments should be referred to the joint select commttee of the legislature, he said.

Gujarathi said he was of the opinion that there should be a TV coverage of at least the question hour in the assembly.
