It’s not only the budget that has the potential to raise a storm in the Parliament session this season. The recommendations made at the 13th All India Chief Whips’ Conference in Hyderabad too forecast turbulent weather for the House.
For one, the Government is keen to put to vote the ‘‘no work-no allowance’’ amendment, which would apply to MPs and legislators, keeping in mind how often proceedings are drowned in protests.
‘‘No daily allowance needs to be paid for the day when the House is adjourned without transacting any business. Necessary amendment to this effect may be incorporated in the relevant Act and rules,’’ the recommendation states.
Organised by the Parliamentary Affairs Ministry, another recommendation made at the meet was Article 85 and 174 of the Constitution may be amended to provide for a minimum number of sittings of Houses of Parliament and state legislatures. For Parliament, the suggestion ranged from 100 to 30 days and for state legislatures it was 70 to 90 for bigger states and around 50 for the rest.
