Analysing the Indo-Pak peace process on the basis of value judgements of the individuals involved is a narrow and simplistic approach which ignores other factors like historical issues 8212; Partition, Simla agreement, Lahore declaration 8212; as well as public opinion reflected in the increasing people-to-people contact across the border. So, while due importance must be given to the individuals involved, it should not overshadow other variables, some of which are unpredictable.

The Kashmir solution is now beyond our scope. Discussions will need to be held with various political organisations which have mushroomed in the Valley, most of which are pro-Pakistan. The Pakistani government will also have to drawn into these talks. It is evident that the CBMs have not yielded the desired results. Musharraf still finds common cause between Palestine and Kashmir issues. Whatever concessions we make on J038;K will hurt our national pride.

In his column, 8216;8216;Time to repeal small cess Acts8217;8217;, N K Singh shows the right path for a simplified tax regime. Besides cess, even surcharges should be merged in basic tax rates. The corrupt chain of VAT and other local taxes on goods should be merged with the excise duty at the manufacturing level. Excise collection can be distributed between the Centre, manufacturing State and consuming State.
