NEW DELHI, May 12: India today ruled out signing the Comprehensive Test Ban Treaty (CTBT) before the September deadline for its entry into force.The Union Home Minister L K Advani told reporters in Bhubaneshwar that the country had no proposal to sign the CTBT by September while Minister of State for External Affairs Vasundhara Raje said the issue would not be taken up before the general elections scheduled for Setpember-October.Raje, who was on a tour of Goa, told reporters at Panaji that ``CTBT cannot be signed without consensus of all political parties and it will not be right for us to go into the issue before the elections.''On NATO's aerial strikes against Yugoslavia, she said ``India stands for territorial integrity of every country'' and a political dialogue could find a solution to the Kosovo crisis.
