BEIJING, DEC 5: China has urged the international community to be vigilant against the proposal for admitting some countries into the United Nations Security Council in a “quick fix” manner “through the backdoor”.
Chinese ambassador to the United Nations Qin Huasun has said the enlargement of the Security Council should follow the principle of equitable geographical distribution and ensure a proper balance between the developing and developed nations, according to the official Xinhua news agency.Addressing the 52nd session of the UN General Assembly in New York, Qin pointed out that although the so-called “quick fix proposal” had been turned down, some countries were using it as an excuse to practice “double standards and discriminate against developing countries.”
“The hard-won understanding about the sufficient representation of developing countries in the Security Council should be the basis of and prerequisite for future reform of the council,” he said adding “any reform plan that deviates from this common understanding will not be feasible.”Attaching importance to the transparency of the Security Council’s work, Qin said China has always worked actively in this regard.
“China paid much attention to improving the efficiency of the work of the Council when assuming the presidency of the council in November,” he said referring to the standoff between Iraq and the Council over Baghdad’s decision to expel US weapons inspectors last month. Beijing was in favour of the Council’s enlargement but it maintains that “full and patient discussions and consultations are needed,” Qin said.
“Any action to set a deadline to the reform or force a vote on certain proposal in the General Assembly when conditions are not ripe will bring about serious consequences,” he warned.
