New Delhi, March 25: The Bharatiya Janata Party (BJP) has demanded a ban on the movement of secessionist leaders belonging to the All Parties Hurriyat Conference (APHC) in Jammu’s border areas, charging them with inciting violence against Hindus and fanning terrorism.

A report prepared by special committee of the party has said several leaders of the Jamaat-e-Islami have been moving freely as Hurriyat Conference members in these areas. “Leaders of Jammat-e-Islami, who have been actively involved in fomenting Islamic separatism in Jammu and Kashmir, promoting Islamisation of the society and sustaining Islamic terrorism, are seen moving around in Rajouri, Poonch and Udhampur,” the report says.

In sharp contrast to the assertions of the State and Central governments that the situation in the State has improved considerably, the BJP report perceives the situation in Jammu region’s border areas as “alarming”. About 141 villagers were killed by militants in the region this year and terror campaign has sparked off an irreversible migration from the remote border areas. “The militants have a definite plan to force the Hindus out of the border areas and expand their terror network”.

The BJP leaders have charged the Farooq Abdullah government with lack of “sufficient alacrity and initiative in fighting terrorism in Jammu region which is becoming focus of terrorists activities of the insurgents who are losing ground in Kashmir”.

Expressing concern over the continued migration of Hindus from the upper reaches of Rajouri, Poonch and Udhampur districts, the BJP leaders have sought the attention of central and state government’s towards the plight of the uprooted villagers. Most of the displaced people were living in abject poverty and state of deprivation as the government agencies are doing nothing to mitigate their sufferings.

The BJP leaders have warned the government that militants would be able to control the border areas after enforcing migration of minorities. “If the terrorists are able to establish their writ in these areas, which are close to the Line of Control with Pakistan, it will be a serious situation”, the report says and suggests massive combing of the militant-infested areas on war-footing.

The party has also demanded an increased security in these areas and arming of the villagers to raise well-armed village defence committees to resist the insurgents.
