With ASEAN firmly in the driver’s seat, the first-ever ‘historic’ East Asia Summit formally kicked off today as a ‘‘forum for dialogue on broad strategic, political and economic issues of common interest and concern’’.

In a declaration signed by the 16 heads of state (with Russia a special invitee), the broad focus of the EAS — an annual summit, to be held back-to-back with the ASEAN summit — was laid down. While EAS will adopt a ‘top-down’ approach, there have been fears that it will end up being a ’talk-shop’.

That said, greater economic integration is a viable long-term goal for a group that has high levels of trade and a web of FTAs. According to the deceleration, it will focus on fostering strategic dialogue and promoting cooperation in political and security issues; promoting development, economic integration, energy security; and cultural understanding as well as environmental protection, prevention of infectious diseases and natural disaster management.

Secretary East in the MEA Rajiv Sikri said the PM quoted Jawaharlal Nehru to say, ‘‘The time has come for Asia to play her part in the world.’’ At the summit, Singh talked about his vision of an Asian Economic Community rather than sub-optimal FTAs, which could become the ‘‘building blocks’’ of a larger vision. ‘‘In any case, we shouldn’t stop at FTAs, but look for deeper economic integration.’’

To his suggestion of follow-up measures, the EAS decreed that officials have been asked to meet and set a roadmap. Singh also referred to ASEAN as a hub with spokes in all directions. While EAS could build a significant role in ‘community-building’ in the region (a phrase that India inserted in the declaration), ASEAN’s primacy was repeatedly underscored.

‘‘Recognizing the need to support efforts to build a strong ASEAN Community, which will serve as a solid foundation for our common peace and prosperity… Efforts of the EAS to promote community building in this region will be consistent with and reinforce the realization of the ASEAN community, and will form an integral part of the regional architecture.’’ The declaration went on to add that the EAS will be an ‘‘open forum’’ with ASEAN as the driving force working in partnership with the other participants of the East Asia Summit.
