NEW DELHI, July 20: Medical Superintendent of the All India Institute of Medical Sciences (AIIMS) R.C. Anand was arrested this evening by the anti-corruption branch of the Delhi government while he was allegedly accepting a bribe of Rs 10,000 from a Haryana-based medical supplier.

Anand had reportedly been demanding commission on purchase of absorbent cotton rolls from a dealer. According to DCP (anti-corruption branch) Sudhir Yadav, he was approached in early May by the supplier who is based in Faridabad and had been supplying absorbent cotton rolls to the institute for the past three years.

He told the police that he had signed a contract with AIIMS last year to supply the cotton at the rate of Rs 28.20 per roll and he also alleged that Anand had demanded 50 paise per roll as commission.

In April this year, Anand, the police say, hiked his commission to Rs 2.50 per roll. The supplier told Anand that this would be difficult at the prevailing price since the prices of cotton had risen. The superintendent then ensured that the supplier would be asked to submit a fresh tender in which he could quote higher rates for the cotton rolls. Anand allegedly demanded Rs 5,000 to cancel the previous contract.

It was in May that the supplier approached the anti-corruption branch which registered a case under Sections 7 and 13 of Prevention of Corruption Act.

The new contract was for a total of 16,000 rolls of which an initial supply of 4,000 rolls was to be made. Anand therefore demanded that he be paid a commission of Rs 40,000 for all the 16,000 rolls. The supplier told Anand that it would not be possible for him to pay Rs 40,000 at one go and said that he would pay Anand an initial sum of Rs 10,000 for 4,000 rolls with the remaining amount to be paid after the rest of the contract was fulfilled.

Around 4.30 p.m. today, the supplier met Anand in his office. He handed over Rs 10,000, upon which a team from the anti-corruption branch arrested Anand.

According to Sudhir Yadav a raid was conducted subsequently at Anand’s house and “certain documents were seized”.

“Evidence was found revealing that he owned about 6 acres of prime land in Chhatarpur and a guest house in either South Delhi or Gurgaon,” he said.

Dr Anand was with the hospital administration before becoming the medical superintendent of the institute. He moved the Delhi High Court after he was not given the position despite his selection in 1996.
