Over 4,060 militants,including 273 self-styled commanders have surrendered and joined national mainstream in Jammu and Kashmir during the last two decades,a state home ministry report says. As per the recent report compiled by the ministry till November end,while 19 militants have surrendered in 2010 upto November end,15 such militants have surrendered in 2009,38 in 2008,122 in 2007,190 in 2006,64 in 2005,137 in 2004,119 in 2003,159 in 2002,85 in 2001 and 104 in 2000,it said. The highest number of 655 terrorists have surrendered in 1996,followed by 612 in 1991,601 in 1995,444 in 1992,270 in 1997,187 in 1998,109 in 1999,98 in 1993 and 32 in 1994,it said. The Jammu and Kashmir government has formulated a surrender policy for rehabilitation of the surrendered militants in the state,and under this policy,2,876 militants have been rehabilitated by providing Rs three lakh as fixed deposit for three years and monthly relief of Rs 3000.
