EC writes to CEOs for ensuring security of polled EVMs

It has also sought maintenance of a log book by the central police forces.

The Election Commission has issued fresh instructions to all Chief Electoral Officers in the country to ensure safety and strengthen security measures for polled Electronic Voting Machines stored in the strong rooms.

The three-page set of instructions call for maintaining a double-lock system and two cordoned security arrangements round-the-clock for the strong rooms having polled EVMs kept for counting of votes.

The Commission has said that the central police force will man the innermost perimeter security immediately outside the strong room,while the state armed police will man the outermost perimeter security.

The EC has also directed that proper lighting and uninterrupted power supply be ensured at the strong room locations during the entire period wherein EVMs are stored,besides constant videography of all the entry points (doors etc.) of strong rooms.

The poll body has also held that Deputy Commissioners and Superintendents of Police shall be personally responsible for security of strong room within the district and meticulous implementation of the protocol.

It has also called for setting up of a control room adjacent to the strong room which should be operative round the clock and a gazetted officer along with a police officer should be put on duty round the clock for monitoring the security arrangements of the strong room.

It has also sought maintenance of a log book by the central police forces in which entry should be made about date,time,duration and name(s) of any one crossing the second security ring,which includes visits by observers or DEOs or SPs or candidates or their agents or any other person.

No vehicle,including that of any official or ministers or any other political functionary,be allowed inside the secured campus where the EVMs are stored,the EC stated.
