Commission finds corruption in Wakf Board

In the Action Taken Report tabled in the state Assembly yesterday along with report of M A Nissar Commission that looked into the ‘irregularities’ in functioning of the board,Wakf Minister Paloli Mohammed Kutty said the government would ensure greater transparency and accountability in the functioning of the Board.

The commission had in its report pointed out corruption,mismanagement and irregularities in the administration of the Board and institutions under it.

It recommended that a ‘muthuvally’ (local custodian of Wakf property) of a Wakf institution should be treated at par with a government servant and brought under IPC and Prevention of Corruption Act.

It also suggested the government to direct the DGP and the Vigilance Director to “set the law in motion” in cases of misappropriation of funds and corruption by muthuvallies.

The report pointed out that no action had so far been taken against muthuvallies under the wrong impression that they were outside the ambit of legal provisions.

A Vigilance Officer in the rank of DySP should be posted at the Wakf Board to conduct preliminary probe into cases of alienation of Wakf property,the report said.

It also suggested setting up of a non-government forum or committee in each Wakf institution to bring to the notice of authorities cases of mismanagement and corruption.

The Commission also found grave lapses in the functioning of Wakf Board’s Chief Executive Officer,including irregularities in the construction of Wakf Board headquarters and appointment of staff violating provisions of the Kerala State Wakf Board Act.
