‘Centre amends policy on cadre allotment for civil services’

The amended policy issued on April 21 2011,is effective from the 2009 Civil Services Examinations.

The Centre has made amendments in its policy on allotment of cadres for candidates clearing the civil services examinations,Rajya Sabha MP Vijay Darda said.

Darda,who had followed up the matter,informed about this development through a press release.

According to Darda,the amended policy issued on April 21 2011,is effective from the 2009 Civil Services Examinations and a candidate will get home cadre,based on the merit ranking of the particular state,instead of the all India ranking.

Darda said that he had taken up the case of Amit Bharat Rathod,an OBC candidate from Yavatmal,who cleared the IPS examination in 2008 and standing first in order of merit from Maharashtra state and with an all India rank of 200.

In July last year,Rathod approached Darda complaining that even after topping the examination from Maharashtra,he was denied home cadre and was given West Bengal cadre and posted in that state. Whereas,two other OBC candidates,who had all India rankings of 248 and 279 were absorbed in the Maharashtra cadre.

Darda said he took serious note of the case and took the matter with the Prime Minister’s Office. The then minister of State for Personnel (independent charge)Prithviraj Chavan informed Darda that the cadre allotment policy was fixed by the home ministry.

The matter was then taken to Union home minister P Chidambaram and PMO simultaneously and the ministry of Personnel,Public Grievances and Pensions issued notification amending the cadre allotment policy in April this year.

However,the amended policy is yet to give Rathod his home cadre and Darda said that he is now trying to persuade the Central government to make the amended cadre allotment policy effective from 2008 instead of 2009 so that Amit Rathod could get the home cadre of Maharashtra.
