THE Social Justice Bench in the Supreme Court made it clear to the Centre on Friday that the government should frame only such schemes which it has the wherewithal to implement.
“Don’t frame schemes that you cannot implement,” said the bench of Justices Madan B Lokur and Uday U Lalit, declining to accept the Centre’s request to seek explanations from the states over implementation of a central government’s scheme.
The remark came as the bench underscored the sluggish ace of the Centre in implementing the ‘Babu Jagjivan Ram Chhatrawas Yojana’ to provide hostels to students belonging to backward classes.
As the bench examined the status report, Additional Solicitor General P S Narasimha submitted that the central government was taking all the steps, including disbursal of funds, for construction of the hostels and that it was now for the state governments to implement it.
