A team of National Commission Scheduled Castes/Scheduled Tribes (SC/ST Commission) Tuesday slammed Haryana Police for not taking prompt action,due to which communal tension in Kaithal districts Pabnawa village escalated a few days ago.
Over 200 Dalit families had migrated from Pabnawa after a mob comprising of upper caste Ror community,which dominates the village population,attacked their houses after a Dalit eloped with a girl belonging to the Ror community.
The Commission,led by Chairperson P L Punia,also asked the state government to pay a compensation of Rs 1.2 lakh each to the three injured in the clash. It further demanded that a survey of all the damaged houses be conducted,following which,the should must pay adequate compensation to all affected families.
The team visited the village today and spoke with the members of both the communities. It has asked us to constitute a committee headed by a sub-divisional magistrate rank officer and conduct a survey of all the houses belonging to Dakits,which were damaged in the attack allegedly by Rors. The compensation amount will be subsequently fixed, Kaithal Deputy Commissioner Chander Shekhar told The Indian Express.
To avert any instances of communal tension in Haryana,the Commission further suggested that states vigilance and monitoring committees should hold at least twice state-level and thrice district-level meetings in a year.
The situation in the village is peaceful and there is no problem of water,milk or electricity in the pocket where Dalits live, said Shekhar. Police personnel,however,continued to be present in the village to prevent any further clashes. So far,the district police has arrested 13 people for allegedly participating in the attack on Dalits.
Meanwhile,district officials claimed that a few Dalit families who had left the village,Tuesday returned. Nearly all families will return in a day or so because the survey will commence from tomorrow and they will be expected to cooperate with administration so that actual damage could be assessed, a senior district official said.
