Accused by the NIA of planting arms and ammunition at a guesthouse in the Jama Masjid area to frame Liaquat Shah, Sabir Khan’s call records reveal that activity on his two mobile phones rose by “almost 270 per cent” during his stay at the guest house on March 20 and 21, 2013, with the number of incoming calls being “500 per cent of the normal call pattern”.
Relying on an analysis of Khan’s call logs, the NIA has said in its 20-page confidential report to the Home Ministry that the call records “indicate that the accused was in fact, so close with the (Delhi Police) personnel associated with the case, as to give rise to the suspicion that he was being directed by the personnel.”
To sum up the link between Khan and Delhi Police Special Cell personnel, the NIA has stated that between January 2013 and March 22, 2013, there were 14 calls exchanged between Khan and inspector Sanjay Dutt; 38 with inspector Rahul Kumar; 43 with head constable Mohammed Iqbal Dar; 34 with head constable Manish; 10 with constable Krishnan Kumar and two with constable Gulveer Singh.

“…As appearing from the intensity of the contact, Dutt, Iqbal Dar and Kumar, seem closely associated with the offence,” the NIA note states. “Further, it is clear beyond doubt that Special Cell personnel…did not exercise due care and caution by maintaining close relations with the accused,” the note adds.
The NIA analysed Khan’s call patterns by comparing calls made during his stay at the guest house — termed the operational period — to calls made between February 19 and March 19 in 2013 — the normal period.
According to the NIA, during the normal period there were 303 calls on Khan’s two phones, of which 170 (56 per cent) were incoming and 133 (44 per cent) were outgoing.
However, during the operational period, there were 54 calls on the two numbers, of which 49 (91 per cent) were incoming and 5 (9 per cent) were outgoing, almost 500 per cent of the normal call pattern.
During the normal period, the difference between outgoing and incoming calls were about 10 per cent. However, during the operational period, this rose to 90 per cent, indicating “possible abnormal activity”. Also, during his stay at the guesthouse, 91 per cent calls were incoming, and only 9 per cent were outgoing “which suggests that he was being directed by his associates,” the NIA note states.
