The Ministry of Home Affairs (MHA) is set to hand over the probe into Thursday’s ambush in Manipur, in which at least 18 Army personnel were killed and 11 others were injured, to the National Investigation Agency.
Sources said the NIA has formed a crack team that will be sent to Manipur once the formal order from the MHA comes through. “This will be the next big challenge for the agency after the crackdown against the National Democratic Front of Bodoland (Songbijit) following attacks in some districts of Assam,” said an NIA source.
Naga insurgent outfit NSCN (Khaplang) has claimed responsibility for the ambush. A statement issued by it Thursday said the attack was a joint operation with Kanglei Yawol Kanna Lup (KYKL) and Kangleipak Communist Party.

Ministry of Defence officials have said that the area where the attack took place is dominated by the KYKL, the United National Liberated Front (UNLF) and Peoples’ Liberation Army (PLA).
The NIA is already investigating a case in which NSCN (K) cadres are accused of firing upon Assam Rifles personnel near the Indira Gandhi Stadium Gate in Kohima, Nagaland on March 26. Four personnel of the Assam Rifles were injured in the attack. According to an MHA order on April 30, the NIA suo motu took over the probe and re-registered the case on May 18.
The agency has earlier also investigated the activities of KYKL after taking over a case from the Darjeeling police on November 30, 2010. Ningthoujam Tomba, the self-styled finance secretary-cum-commander-in-chief of army of the KYKL, along with his associates, were allegedly “engaged in disturbing peace and tranquility and had hatched a widespread criminal conspiracy to wage war against the State…”
The outfit was accused by the NIA of procuring firearms and ammunition, after obtaining funds for the organisation by way of extortion from general people. They were also allegedly recruiting youth clandestinely to facilitate their design of waging war against the State.
During the NIA probe, complicity of 11 accused allegedly surfaced. A chargesheet was filed by NIA against seven on September 8, 2010 and a supplementary chargesheet against four persons on August 4, 2011.
The NIA had also registered a case in September 2010 against the activities of UNLF. The complicity of 25 accused allegedly surfaced and a chargesheet was filed against 19 accused on February 14, 2011. A supplementary chargesheet was filed against six on March 5, 2012.
In July 2011, the NIA also filed a case against the terrorist activities of PLA.
The case is in the trial stage.
