Demand for select panel forces holds up realty bill

Naidu said the amendments proposed are based on the standing panel’s recommendations (during UPA).

The opposition forced the government to defer the Real Estate (Regulation and Development) Bill, demanding it be sent to a select committee for fresh scrutiny of its “substantive” amendments.

Urban Development Minister Venkaiah Naidu said he would consult all parties in the next few days for their suggestions. Although the opposition agreed, most parties questioned the government’s urgency to clear the bill this session itself. Naidu said he was ready to defer the bill for two or three days to look into parties’ suggestions. Naidu said the amendments proposed are based on the standing panel’s recommendations (during UPA) and the government is “very keen” the bill is passed at the earliest.

Naresh Aggarwal (SP), who gave a notice for referring the bill to the select committee, said the government has made it a practice to pass legislation in a hurry. “Heaven would not fall in one or two months,” he said.  Jairam Ramesh said the present bill is “substantially different” from the UPA one with “all the pro-public, pro-consumer” provisions “diluted”.

Even Akali Dal MP Naresh Gujral favoured the select committee route. He said, however, the panel should be set up immediately so that the bill can be taken up this session.
