First time ever, J-K High Court judge conducts proceedings from LoC via video conferencing

In a first, a judge of the J&K and Ladakh High Court held Division Bench proceedings from the Line of Control (LoC) through video conferencing.

Justice Sanjeev Kumar was on an official visit to Gurez, a tourist resort right on the LoC in Bandipore district, as part of his commitments as the executive chairman of the J&K Legal Services Authority.

During his visit, however, Justice Kumar heard all the listed cases from Gurez’s Munsiff Court through virtual mode. He also presided over a Division Bench along with Justice Sanjay Parihar. While Justice Kumar joined from Gurez, Justice Parihar joined from the Jammu.

“(This has) marked a new chapter in the technologically enabled justice system where geographical barriers no longer hinder access to courts,” said an official release that described it as a “historic first”.

“This move is the first of its kind, which will connect a cut-off border area with the rest of the world via a digital platform,” the release said.

Officials said that Justice Kumar heard 50 cases from the border area, including 45 from the Jammu wing of the High Court and five from its Srinagar wing, “exhausting the entire cause list for the day.”

Justice Kumar, who is also the chairman of the High Court’s Information Technology Committee, called for improving the existing IT infrastructure to ensure leverage between physical and digital platforms for ease of court business and enhancing digital access to physical platforms.

“Justice Kumar directed Central Project Coordinator e-Court High Court of J&K and Ladakh to ensure seamless service of e-filing, display of timely case information, (and) real-time display of case list for the information of all the litigants to prevent any deprivation to such facilities,” the official release said.
