THE publication of the draft electoral rolls following the Special Intensive Revision (SIR) in West Bengal, Rajasthan, Goa, Lakshadweep and Puducherry Tuesday showed a reduction of 7.6% in the electorate, with over 1 crore names being removed from the list.
Data released by the Chief Electoral Officers of these states/Union Territories showed that the number of electors had reduced from 13.35 crore on October 27, when the Election Commission announced the SIR, to 12.33 crore in the draft rolls.
About 42 lakh names were removed from the electoral rolls in Rajasthan, state CEO Naveen Mahajan said. He said the percentage of deleted names comes to about 7.66% of the total voters. It includes the deceased (8.75 lakh/1.6%), those who have permanently shifted or are absent (29.6 lakh/ 5.43%), and those who are already enrolled/duplicate voters (3.44 lakh/ 0.63%).
For the permanently shifted or absent, officials said the Booth Level Officers (BLOs) did not find them or did not get their enumeration forms because either they became electors in other states/UTs, or were not found in existence, or did not submit the form till the December 11 deadline or were not willing to register as an elector for some reason or other.
The data for Anta Assembly has not been included in the draft rolls on account of last month’s by-election.
Over 5.3 lakh names have been removed in Jaipur, over 1 lakh names removed in Ajmer, Kota, Alwar, Sikar, Pali among others.
Mahajan said booth-level lists of electors reported as deceased, permanently migrated, untraceable, or whose forms were not received have been shared with the Booth Level Agents appointed by the political parties for verification.
He stressed that “this is not the final list” and genuine electors can still be added to the electoral rolls during the claims and objection period from December 17, 2025 to January 15, 2026. The final list will be published on February 14.
Over one lakh names were deleted from the draft electoral rolls in Goa. In a statement, Goa CEO Sanjay Goel said out of 11,85,034 electors, 10,84,992 (91.56%) have submitted their enumeration forms.
According to the data shared by the Goa CEO, of the 1,00,042 electors deleted from draft electoral rolls, 25,574 are dead; 29,729 are untraceable or absent; 40,469 have permanently shifted; 1997 are already enrolled at multiple places in the electoral roll and 2,273 are listed as others, who are not willing to register as an elector for some reason.
In North Goa district, 44,639 names have been removed from the draft electoral rolls, while in South Goa, 55,403 names have been removed from the list.
In Puducherry, more than 1.03 lakh voter names have been removed in the draft electoral rolls. “A total of 1,03,467 enumeration forms of the 10,21,578 distributed were uncollectable due to reasons such as death, migration, duplication, or non-submission,” Puducherry CEO said in a statement. The draft rolls list a total of 9,18,111 electors.
According to the data released, 20,798 electors were identified as deceased, 80,645 electors were listed as shifted or absent at their registered addresses and 2,024 names were flagged as enrolled at multiple locations and will be retained at only one place in accordance with SIR guidelines.
The largest share of uncollectable forms — 85,531 — was recorded in the Puducherry district, while 17,936 were reported from Karaikal. In the Mahe and Yanam regions, officials reported 12,912 electors as shifted or absent and 397 as duplicate entries, along with 4,627 deaths.
