The State Public Universities category, introduced in 2024 under the National Institutional Ranking Framework (NIRF), has witnessed interesting shifts in its second edition, released in 2025. Jadavpur University, Kolkata, has emerged at the top this year with a score of 76.08, narrowly surpassing Anna University, Chennai, which follows closely at second with 76.06.

In 2024, Anna University had secured the top position in the State Public Universities category, while Jadavpur University stood second.
In addition to the state public university category, Jadavpur University has also secured positions in the overall, universities, research institutions, engineering, pharmacy, and architecture and planning categories this year. It is ranked 18th in the NIRF overall category. In the universities category, Jadavpur University has secured the ninth position. Among the research institutions category, Jadavpur University is ranked in the 23rd position. In the NIRF 2025 engineering category, JU ranks 18th in the list. In pharmacy and architecture and planning, it is ranked at 24th and 16th ranks, respectively.

Andhra University, Visakhapatnam, and Kerala University, Thiruvananthapuram, retained their places in the top five, ranked at fourth and fifth, respectively in the NIRF 2025 state public university category. Cochin University of Science and Technology (CUSAT) continues in the top 10, moving from tenth in 2024 to sixth this year.
