The decision on the public interest litigation (PIL),filed against the appointment procedure of the University of Pune (UoP) V-C,got further delayed when the representative from the University Grants Commission (UGC) failed to appear at the Bombay High Court on Monday.
Thane-based activist Suresh Patil-Khede had filed the PIL contending the selection procedure of a V-C,claiming it violated the provisions of the UGC Act. The next hearing has now been postponed to February 14.
While Patil-Khede had filed the PIL on January 6,the court had given a go ahead for the interviews to be conducted on January 9,following which five candidates were shortlisted. These names will now have to be sent to the Governors office who will select the final name. However, owing to the PIL,the last leg of the selection procedure has been delayed yet again. In the last hearing on January 23,the state had asked for two-week time.
Advocate V B Tiwari, who is representing Patil-Khede,said,During the last hearing, the state government had failed to produce UGCs affidavit in the court. Today, however, the advocate who was supposed to represent UGC failed to appear in the court. The appointment of the V-C will be stalled till their representative gives their say.
In the PIL,Patil-Khede,has said that according to the UGC guidelines,a person who has,in any way, been attached to the university cannot be a part of the search committee.
The expert committee needs to have a a composition of experts from the field of education. Also,a member of the search committee has been involved with the UoP. There is a need for the present search committee to be scrapped and start the procedure from the beginning, said Patil-Khede.
