“People’s movement does not yield immediate results. It is not necessary that people will always come to streets. I hope that people come back to streets,” said senior lawyer Prashant Bhushan,who has also been associated with the Anna Hazare-led anti-graft movement for the Jan Lokpal bill. Bhushan,with chartered accountant M R Venkatesh,delivered a lecture on — Role of citizens in law making,on Saturday. Venkatesh spoke on Crony Capitalism. The programme was organised by Pune West CPE Study Circle at the Abasaheb Garware College auditorium.

“Country needs a referendum system for an increased democratic participation in policy-making. Electoral reforms,judicial reforms and direct participation in policy-making is what we plan to take up now,” Bhushan said.

“The CBI is being barred from taking independent decisions. How can the CBI carry out investigations independently,” said Bhushan adding,“The government version of the Lokpal Bill is neither independent,nor powerful. Nor is it accountable. The way the government is functioning currently,we are unable to comment on whether the bill will pass in the Rajya Sabha. Even if it does,it will be in the form the government wants it to be.”

After his 60-minute presentation followed by a question-answer session,Bhushan spoke on various topics including peoples’ participation in decision making. “Stakeholders should be allowed to be a part of the decision-making. In case of the Koodankulam Dam issue,the dam will affect the lives of the people directly,therefore they have every right to question the authority. The referendum system seems to be an effective reform in this direction. These reforms are needed as policies are being designed for the benefits of large commercial corporations,” he said.
