The work on registration of property documents has been affected at two key sub-registrars offices in Pimpri-Chinchwad due to what officials described as snapping of Internet link. As a result,people looking to get possession of the flats they are buying or those who have purchased land are playing the waiting game. They are neither able to get possession of their property nor able to secure loans from banks in the absence of property documents.
On April 1,when the new financial year started,the sub-registrars offices at Haveli No. 5 and 17 in Chinchwad suddenly found that their system has collapsed for reasons beyond their control. In the absence of Internet connection,we have not been able to upload the property registration documents, said Sub-Registrar Maruti Gaikwad.
He,however,said they were carrying out the manual part of the registration work.
The property registration work is going on,but only the manual part. Once this is done,we have to upload the registered documents. But with Internet link down,the documents are piling up, he said.
Sub-Registrar R B Doke too said documents were being registered but their scanned copies could not be issued to citizens since they were not uploaded. Once the Internet link is restored,we will upload the documents and then start issuing these to citizens, he said.
Gaikwad said he had registered a complaint in this regard with office of the Inspector General of Registration in Pune. We have been told that the BSNL link will be provided to us in a day or two. We hope it is done soon so that we can resume our work. Several citizens are waiting to get possession of their registered documents, he said.
Though officials refused to provide the number of property documents pending,advocate Satish Verma,who practises at one of the sub-registrars offices,said: At least 500 documents are pending. At one sub-registrars office,40-50 documents are registered daily. The citizens have been affected badly. They are approaching us every day. We are struggling to answer their queries as the sub-registrars office is not able to tell when the link will be restored.
Officials at the sub-registrars offices said it was very important to upload the documents to prevent bogus sale of land or flats. Once the registered documents are uploaded,no duplicate sale of a flat or land is possible, said an official.
