Three yrs on,MMRDA junks plan of setting up e-disposal unit

More than three years after conceiving the project,the city’s development authority has decided to scrap its ambitious plan of setting up a plant for the processing and disposal of the city’s electronic waste.

More than three years after conceiving the project,the city’s development authority has decided to scrap its ambitious plan of setting up a plant for the processing and disposal of the city’s electronic waste.

Saying that setting up and operating such a plant is not its forte,the Mumbai Metropolitan Region Development Authority (MMRDA) is instead in talks with private players in the business to facilitate the process of disposing e-waste in the city. UPS Madan,metropolitan commissioner at the MMRDA,said,“For now,we have decided to not get into building a disposal plant. If the private players who are currently in this business wish to set up a large facility jointly or individually,the MMRDA can help them with government permissions,land and so on.”

“If the MMRDA is to set up a plant,as of now we don’t know what the actual usage is going to be. Also,the organisation does not essentially focus on this,” he added.

The MMRDA had planned an e-waste processing and disposal plant with a minimum capacity of 15,000 metric tonnes per annum on a four-hectare plot at Mankoli,Bhiwandi. The Maharashtra Pollution Control Board (MPCB) had conducted a study in 2007 for e-waste generation in Mumbai and Pune and found out that the Mumbai metropolitan region is the largest generator of e-waste in the country. Following this study,the MPCB had in July 2009 conducted a feasibility study for an e-waste facility on a public private partnership basis.

Two more years lapsed in finalising the site for the plant,post which consultant Deloitte Touch Tohmatsu re-validated the feasibility report and prepared bid documents. Towards the end of 2011,the development authority had also attempted to bid out the project. However,the agreement did not go through. Madan said the MMRDA is in talks with the Manufacturers’ Association for Information Technology for streamlining the process of collection and disposal of e-waste.
