One state one uniform policy: Govt issues specifications for shoes, socks to be given with uniforms in government schools

Maharashtra’s one-state-one-uniform policy to provide two sets of uniforms for children studying in government schools (Classes 1 to 8) is marred with delays. While the uniforms declared in October last year are still awaited due to debate over stitching rate, the state has now finally declared specifications of shoes and socks to be given with uniforms.

The state’s school education department has issued a circular on specifications of shoes and socks to be given with uniforms. The state-provided uniforms for government schools will have black shoes which will have laces for boys and buckles for girls. One set of shoes will be paired with two sets of socks which will be plain, knitted nylon socks which could be navy blue, grey or black in colour. The specifications, according to the circular by the state’s school education department, have been finalised by the Technology Development Centre from Meerut working under the Ministry of Micro Small and Medium enterprise (MSME).

The circular provides detailed specifications for shoes and socks, which includes details like shape and design, soling pattern, sole hardness among all, along with colour and lace/buckle related information.

Unlike the centralised system for providing uniforms where Mahila Arthik Vikas Mandal (MAVIM) will be given a contract by the state government to stitch them, for shoes and socks, the respective school managements have been tasked to purchase them as per the recommendations. As the government is going to provide funds for the same, the state has already declared that it has allocated Rs 170 per student for shoes and socks.

According to schools, the allotted amount is too small to be able to provide good quality shoes and socks to students. “Already, the MAVIM and state are at loggerheads over the stitching rate. And now, school managements are expected to provide shoes and socks of such specific recommendations within the limited amount of Rs 170 in which we are expected to include one pair of shoes and two sets of socks,” said a representative of the school management committee from Palghar.
