Navayuga, 2 others bid for Rs 2,368-crore Deonar work

The Brihanmumbai Municipal Corporation’s (BMC) Rs 2,368 crore tender for bioremediation of 185 lakh tonnes of waste and the reclamation of 110 hectares of land at the Deonar dumpsite has received submissions from three companies —Navayuga Engineering Company (NEC) Limited, Re Sustainability Limited and H G Infra Engineering Limited.
The civic body is now set to scrutinise the bids received from the three firms, who will be tasked with clearing mounds of untreated waste which lie at the Deonar dumpsite through bioremediation.

The redevelopment is being carried out by a special purpose vehicle (SPV) Navbharat Mega Developers Private Limited (NMDPL) – a joint venture steered by the Adani Group and Maharashtra Government’s Slum Rehabilitation Authority (SRA).
All the three bidders of the bioremediation project have prior project related associations with the Adani Group.
The NEC is currently working in a joint venture with the Adani Enterprises Limited to develop the Vijayawada Bypass Project whereas H. G. Infra is working with the Adani Road Transport on the Ganga Expressway. Re Sustainability is currently involved with developing waste management infrastructure for Adani Ports and SEZ at Mundra.
In May, BMC had floated a tender, inviting firms to submit their proposals for bioremediation and reclamation of 110 hectares of land at the Deonar dumpsite.
Bioremediation is a process involving treating garbage with the help of natural elements like air, sunlight, and microorganisms. Over time, as the biodegradable waste decomposes, the remaining non-biodegradable extracts are either recycled or treated artificially.
Earlier, in October 2024, the state government had earmarked 124-acre of the Deonar dumpsite for constructing housing tenements for the Dharavi revamp project.
Amid concerns over the term clauses, the deadline for the tender was extended thrice since then, with the submissions finally closing of July 4. While the civic body had received responses from 21 contractors during the pre-bid phase, finally only three submissions were received and they got opened on Tuesday.
Senior officials at BMC told the The Indian Express that of the three bidders, only Re Sustainability has prior experience in work pertaining to municipal solid waste management.
The other two are primarily infrastructure and engineering companies.
The final financial bid for the tender is scheduled to be opened on July 11.
The three bidders
A Hyderabad-based company, the Navayuga Engineering Company has executed several big ticket infrastructure projects including Dhola-Sadia bridge (Bhupen Hazarika bridge) in Assam, which is India’s longest river bridge; Quazigund Banihal project through the Pir Panjal pass; Sundilla Barrage in Andhra Pradesh; and Polavaram Dam Project among others. The NEC is also executing the work on two tunnels, which form a part of the missing link of the Mumbai Pune Expressway.
Rajasthan-based HGIEL was established in 2003 and some of the key projects that it is part of include Ganga Expressway, Chennai Tirupati Package II, Raipur-Visakhapatnam corridor, Karnal to Munak road in Haryana among others.
The third bidder, Re Sustainability, is presently handling BMC’s waste-to-energy project at Deonar.
Formerly known as Ramky Enviro Engineers Limited, the company has expertise in the field of waste management, collection, disposal, treatment and work in at least 21 Indian states and internationally in Asia Pacific, South Asia, Middle East, Africa, and the US.
