In its chargesheet in Mumbras Lucky Compound building collapse case,Thane Crime Branch has attached a detailed report of experts from Central Building Research Institute (CBRI),Uttarakhand,on how a seven-storey building should ideally be built. This is followed by another report on how the ill-fated building was built. Police said there was marked deviation from norms in the way Lucky Compound was built.
On April 4,the illegal building situated on Shil Road in Mumbra came crashing down,killing 74 people and injuring 62. The Thane Crime Branch arrested 22 persons,including eight government servants who allegedly accepted bribes for turning a blind eye to the construction. The building was erected in around two months.
Thane Police Commissioner K P Raghuvanshi said the chargesheet would be filed this week.
Crime Branch officials said the chargesheet contains several pieces of evidence,including the CBRI report,which will help prove in court that the building was constructed using substandard material.
The report lists several rules that should be followed while constructing a seven-storey building. This includes factors like how deep the base should be,what material should be used and what engineering practices should be followed to ensure a strong structure, said Deputy Commissioner of Police Pravin Patil,Thane Crime Branch.
An officer said,We have also attached a report,again by experts,on how the Mumbra building was constructed. The comparison speaks for itself,as most of the factors listed in the two reports do not match.
Another major piece of evidence is the diary the police found at the house of builder Salim Sheikh,who was arrested with his partner Jameel Qureshi. The diary has a carefully maintained record of bribes paid to the arrested government servants deputy municipal commissioner Deepak Chavan,assistant municipal commissioner Babasaheb Andhale,TMC senior clerk Kisan Madke,NCP corporator Hira Patil,head constable Jehangir Sayyed,executive engineer (encroachment) for Mumbra ward Subhash Rawal,deputy engineer (encroachment) for Mumbra Ramesh Inamdar and former assistant municipal commissioner Shyam Thorbole.
The chargesheet also contains statements from four witnesses,said Pawar.
