International bids invited for Mantralaya building, ministers’ bungalows redevelopment
The redevelopment project includes alterations to the existing Mantralaya building, the adjacent Mantralaya Annex, ministers’ bungalows, staff quarters etc.

The Maharashtra Public Works Department (PWD) has called for bids from international companies, particularly those from Australia and the United States, to submit designs for the proposed redevelopment of the Mantralaya, the administrative headquarters of the government.
The project includes alterations to the existing Mantralaya building, the adjacent Mantralaya Annex building, ministers’ bungalows, an adjoining garden, and staff quarters on Madam Cama Road.
To encourage participation, the PWD is offering prize money for the best redevelopment plan, which will be awarded by a committee of experts.
V A Pataskar, an executive engineer with the PWD, confirmed that a pre-bid meeting is scheduled for 3 pm on Wednesday at the PWD office. He noted that the Mantralaya structure is approximately 60 years old and that space constraints and the ageing condition of the building have driven the need for this redevelopment. Pataskar added that while ministers and bureaucrats have made cosmetic changes to the building over the years, no major civil construction renovations have been undertaken.
Viraj Vasudeo, a consultant from GM Arch Pvt Ltd, which is empanelled by the PWD, highlighted the scale of the project. “The Mantralaya building itself covers around 26,000 sq m, while the entire redevelopment area—including the annex building, 22 ministers’ bungalows, staff quarters, and garden—totals 55,000 sq m. This is a landmark project and hence global participants are being invited,” Vasudeo said.
The Mantralaya currently houses around 47 departments, along with several smaller divisions. According to sources, if everything proceeds according to plan, there is also a possibility that the Mantralaya may temporarily relocate to the nearby Air India building.
Interested companies have until August 26 to submit their redevelopment plans, with bids set to be opened on August 28.
