ICSE,CBSE students anxious over proposed quota for admissions

As the state government is considering reservation in junior colleges for state board students from this academic year,the students of the Indian Certificate of Secondary Education Examination (ICSE) and Central Board for Secondary Education (CBSE) are waiting for a decision with bated breath.

State Education Minister Radhakrishna Vikhe Patil had proposed in the state legislative Assembly on Monday reservation of 90 per cent of the seats in junior colleges for state board students. Vikhe Patil had said that if the new system was introduced without hitches,it would be implemented next year too. While Secondary School Certificate (SSC) schools have welcomed the decision,the ICSE and CBSE schools said that they are ‘legally prepared’ in case the proposal is passed.

Xavier Louis,parent of an ICSE school student,who had moved court last year against the percentile system — a formula introduced by the state government to bring about parity among all the boards and later struck down by the Bombay High Court — feels that the situation this year could be exactly like it was last year in case the proposal is passed.

In September last year,the High Court quashed the government resolution for implementing the percentile system and had asked the state government to arrive at a consensus solution. Luois said,“If they decide to go ahead with this new reservation policy,it will be contempt of court because the court ruling clearly states that proposals should be given well in advance. How can they take the decision to implement something in less than a month?” Besides,if they only allow SSC students it will be unconstitutional,Louis added.

He said that he was in touch with other ICSE students’ parents and school principals and is gearing up to go to court if the proposal is passed. Louis’ son switched over to Higher Secondary Certificate (HSC) after standard X and is now currently a college student.
