Fee hike: Govt allows private medical colleges to charge 5 times more for BAMS, homeopathy, unani courses

The Maharashtra government has allowed private medical colleges to charge up to five times more than the regular fees set by the Fee Regulatory Authority (FRA) for management quota seats in Bachelor of Ayurvedic Medicine and Surgery (BAMS), Homeopathy, and Unani medicine courses, at both undergraduate and postgraduate (PG) levels.

This new fee structure, applicable from the academic year 2024-25, will impact 15 per cent of the seats under the management and Non-Resident Indian (NRI) quota at all private, unaided medical colleges offering these courses. Previously, colleges were permitted to charge three to four times the regular fees for these seats. As a result of the new policy, fees for management quota seats in BAMS, Homeopathy, and Unani courses could soar as high as Rs 13.5 lakh. The normal fees for the general category is around Rs 2.75 lakh.

According to a government notification, this change was implemented following a request from the association of private, unaided medical colleges in the state.

The decision has sparked backlash from aspiring students, their parents, and student organisations. Many argue that the majority of medical colleges in Maharashtra are private, and this steep increase in fees will make a significant number of seats unaffordable for many. Critics also question the viability of such high fees for courses like BAMS, Homeopathy, and Unani, which are not as popular as mainstream medical disciplines.

An aspirant said, “The fee structure for BAMS, Unani, and Homeopathy under the institution quota is set to skyrocket with this decision. The government is making these seats inaccessible to middle-class students.”

A parent echoed similar concerns about postgraduate students, saying, “Due to state quota restrictions for students who completed their undergraduate studies outside Maharashtra, many turn to the institution quota for admissions in private colleges. But with this fee hike, it will no longer be a viable option.”

Kuldeep Ambekar from Student Helping Hands, a student organisation, added, “Medical education is already unaffordable for students from modest financial backgrounds or middle-class families. By allowing private colleges to charge five times the regular fees, the government is making it even more expensive.”
