CM Eknath Shinde approves Good Governance Rules to make administrative more dynamic, accountable
Good governance manual will provide end-to-end online services to the citizens within stipulated time frames by expanding the scope of the ‘Aaple Sarkar Seva Kendra’.

Chief Minister Eknath Shinde on Friday approved the Good Governance Rules, 2023, which, according to the government, will help in making the administration of the state more dynamic and transparent. The manual will include the formation of a separate cell to take action on the effects of climate change.
A statement issued by the CM Office said that the good governance manual will provide end-to-end online services to the citizens within stipulated time frames by expanding the scope of the ‘Aaple Sarkar Seva Kendra’ and citizens’ grievances will be redressed at a faster speed.
According to the officials, Shinde had given instructions last September to prepare a manual which would not only be a model for other states but also make the Maharashtra administration accountable. He had also asked to formulate a manual which would also make the administration’s work easy, dynamic and transparent.
Then Deputy Lokayukta Suresh Kumar (retd), Former Chief Secretary and Committee Member Jayant Kumar Banthia and officials Swadhin Kshatriya, K P Bakshi and Ajit Kumar Jain were also appointed in the committee by Shinde to prepare a report on the manual.
During the meeting at the Sahyadri guest house on Friday, the report prepared by this committee was presented and discussed by Additional Chief Secretary of the General Administration department Sujata Saunik and subsequently, the CM approved the Good Governance Rules, 2023 which emphasises on providing easy access of services to the citizens.
“This is the first regulation of its kind in the country which has been prepared by this committee. More than 200 suggestions have been made in it and there are a total of 16 chapters in total. As many as 43 meetings were held by the committee while preparing this regulation and the manual has been prepared after visiting 35 departments of the government, discussing with ministerial officers, experts and NGOs,” an official said.
The official added that 161 department-wise indices have also been prepared and up to the district level, the performance of good governance will be checked on the basis of these indices.

A statement issued by the CMO said, “The Aaple Sarkar portal will be updated under this and government work will be done through an e-office. Public records will be digitised so that people’s work can be done faster and efficiently. Climate change and its impacts will also be covered in the Good Governance Manual. The state action plan will be implemented by making a separate cell for heat waves and unseasonal rain. Apart from this, technology will be used to involve citizens in the decision-making process.”
Saunik said that these good governance regulations will be sent to all the departments and they will be asked to take action on the basis of it. Saunik added that no file will not travel more than four departmental levels in the administration now. “The draft law in this regard will be sent to the Law and Justice Department,” Saunik said.
