Chiding the BJP for opposing Karnataka Governor H R Bharadwaj for sanctioning prosecution of Chief Minister B S Yeddyurappa for his alleged role in land scams,Union Law Minister M Veerappa Moily on Saturday said that the BJP was just defending corruption.
Nepotism,corruption,(and) misappropriation of funds are on record. The Governor has complete authority to sanction Yeddyurappas prosecution. The chief minister is not above the law and he will by no means enjoy immunity. The BJP,by opposing his stand is just making its stand clear of supporting corruption, Moily said. He also said the Governor was doing exactly what was expected of him.
Taking a dig at the BJPs state-wide protest against the Governor,Moily said the party had no face to say it was fighting corruption. How can the party on the one hand claim to be fighting corruption and on the other hand support such unlawful act by the CM. The CM should submit to the judiciary and the BJP should support the Governor in this, he said.
Moily,who was in Mumbai on Saturday visiting several law schools,spoke on various issues ranging from the 2G spectrum scam and the need to expedite the pending terror cases.
He also said the one-member committee under retired Supreme Court judge justice Shivraj V Patil,which is looking into the appropriateness of procedures followed in the issuance of licences during 2001-2009,will meet the January 31 deadline. Before January 31,the report will be ready and submitted, Moily said.
Under pressure from the Supreme Court on the black money trail,Moily candidly said the government was stuck in a catch- 22 situation. In the matter of treaties signed between two countries,there are certain binding principles of the treaty that inhibit us from disclosing it (the names).
Soon,a litigation policy to dispose of pending cases
Union Law Minister Veerappa Moily on Saturday said his ministry had proposed to place a comprehensive National Litigation Policy before the Union Cabinet in a bid to dispose of cases in three years. The goal is set for 2012.
The proposed litigation policy is one of the many affirmative actions undertaken by the government. It will soon be tabled before the Union Cabinet for its approval, Moily said. I will take all proactive steps to reduce the delays…. the policy will focus on inclusive justice. On the lines of The Right to Education Act,the government is also intending to bring a Right to Justice Bill. We aim at ensuring no common man is denied justice, Moily said.
Talking about several ambitious plans that the government was planning,Moily said the main area of concern other than pendency was easy access to the Judiciary. A sum of Rs 5,000 crore will be allocated to set up mobile courts across the country along with more Gram Nyayalayas in rural areas,making justice available at the door steps. Battling a string of scams,Moily said,the UPA government would most likely to introduce a Bill in the Budget session of Parliament to rein in corruption. There is a plan in place and a separate Bill on corruption in accordance with the UN convention will likely to be introduced in next session.
