National Load Dispatch Centre releases action plan to prevent crisis in future

After two consecutive days of grid failure,the National Load Dispatch Centre (NLDC) of Power System Operation Corporation Limited has released an action plan for all regional load dispatch centres (RLDCs) asking them to disconnect power supply during emergency to prevent recurrence of grid collapse.

The action plan comes after the NLDC found that prior to the July 30 and 31 incidents of grid failure that affected most parts of the country,a near-miss situation had occurred on July 29 at 3.10 pm.

In the action plan,the NLDC has mentioned that on both the days — July 30 and 31 — there was heavy power flow on the 400 KV Bina-Gwalior-Agra single circuit,somewhere around 1,000 MW,while the maximum power limit on the line is only 691 MW,a proof of overdrawing of the power by the constituents,including UP.

On August 1 too,a similar situation could gave taken place with the power flow reaching 800 MW. However,UP Power Corporation Limited snapped power supply of Agra,thereby preventing a recurrence of grid collapse.

According to the NLDC plan,if at any time due to an emergency in the system,the RLDCs would take all necessary actions to ensure system security,including curtailment of transactions. Earlier,the Northern Regional Load Dispatch Centre did not snap power connection despite heavy withdrawal by the states,including UP,thus risking the grid safety.

The directives,which have reached Shakti Bhawan,the headquarters of the UP Power Department,also state the RLDCs will review and impose congestion charges as per Central Electricity Regulatory Commission for any overdrawal.

The action plan will be implemented till the incidents of grid disturbances on July 30 and 31 are analysed in detail and shortcomings in different regions identified,it stated.
