‘Pakistani’ woman who got teacher’s job on fake certificate booked in UP’s Bareilly
The government has decided to start the process of recovering the salary she received during her tenure, it is learnt.

A case has been registered against a 45-year-old woman who got the job of an assistant teacher at a primary government school in Uttar Pradesh’s Bareilly district by submitting a false domicile certificate at the time of her appointment in 2015, officials said.
The police said that Shumayla Khan, the accused, is a Pakistani national and has been dismissed from service. The government has decided to start the process of recovering the salary she received during her tenure, it is learnt. In the fake domicile certificate, she claimed to be a native of Rampur during her appointment in 2015, the police alleged.
But an inquiry by the Rampur district administration, initiated on the request of the Education Department, revealed that she is a Pakistani national and that the domicile certificate was fake.
Based on a complaint filed by Bhanu Shankar Gangwar, the Basic Education Officer of Bareilly, an FIR has been lodged against Shumayla at the Fatehganj West police station in Bareilly.
Station House Officer of Fatehganj West police station, Pradeep Chaturvedi, said the inquiry conducted by the Rampur district administration revealed that the domicile certificate submitted by the accused was not issued by them.
No arrest has been made and investigation has begun, he added. Bareilly Basic Shiksha Adhikari (BSA) Sanjay Singh said that last year, the Rampur police’s intelligence unit had sought details about Shumayla, prompting the department to begin an inquiry into her documents.
A letter was also sent to the sub-divisional magistrate of Rampur to verify the authenticity of Shumayla’s domicile certificate.
Singh said that during the inquiry, it was revealed that Shumayla’s parents had a Pakistan link, leading to her initial suspension from duty. Following a detailed investigation, the Rampur district administration cancelled her domicile certificate.
Singh further said that Shumayla was dismissed from service based on the Rampur district administration’s report. “The process to recover the salaries she received during her entire tenure will begin soon,” he added.
Shumayla was born in Pakistan and moved to India with her parents when she was three years old, he said, adding that she completed her education in Rampur and Bareilly.
Rampur Additional Superintendent of Police (ASP) Mukesh Chandra Mishra said the case was filed under Sections 420 (cheating and dishonestly inducing delivery of property), 467 (forgery of valuable security, will, etc.), 468 (forgery for the purpose of cheating), and 471 (using as genuine a forged document or electronic record) of the Indian Penal Code.
