Online database will keep a track of EVMs

The Election Commission of India is preparing a national database of the Electronic Voting Machines for tracking their movement on-line before and after the elections in any constituency of the country.

The Election Commission of India (ECI) is preparing a national database of the Electronic Voting Machines (EVMs) for tracking their movement on-line before and after the elections in any constituency of the country.

The EC has provided a software to all the district electoral officers to feed the specifications of the machines online. The database will be accessible to the senior officials of the EC and chief electoral officers (CEOs) in all the states and Union territories.

Officials said that the EVM database structure will contain mainly Control Unit number and Ballot Unit number of any EVM. Each EVM consists of two interconnected units — the Ballot Unit,where a voter casts his vote pressing a button alongside the name of the candidate; and the Control Unit,by which the polling official enables the Ballot Unit for the voter to cast his vote.

An EC official said that till now the information about the EVMs stored in any district headquarters were sent to the ECI or chief electoral officers offline. Authorities had to digitise that data on their computers to update their records before and after sending the EVMs from one constituency to another for elections.

Now the districts will be able to update the database of movement of EVMs on-line. They will update the database on ECI’s website with the information about EVMs,which could be randomised and used for the election process.

“As per the rules,EVMs once used in an election could not be randomised for reuse in the next six months. In the database,the EC will have the records of all such unusable machines also. EVMs that could not be used because of any court case would also be updated in the database,” said Umesh Sinha,Chief Electoral Officer,UP.

“When the details of every EVM will be available in a common database online,officials will be able to check the availability of machines and their movement on their computers,” Sinha said.

Every district electoral officer (DEO) has been directed to make entry of the Ballot Unit and Control Unit numbers of every EVMs provided in their district headquarters on the software.

“Data entry of the EVMs is under process in Uttar Pradesh and would be completed very soon,” Sinha said.

Officials said that for the Assembly elections,the EC sends EVMs from one state to another as per the requirement. The database will get updated when EVM from one constituency is transferred to another during elections and DEO will register information about their dispatch or receiving through the software.

Before March this year,there were about 1 lakh EVMs in the state,kept in strong rooms of different district headquarters. Nearly 75,000 of them were sent to Tamil Nadu for the Assembly elections held recently there. In future,movement of all such EVMs will be marked in the database.
