Joint CEO Anita Meshram said, according to EC guidelines, the expenses of banners, posters, flags and other publicity material having photos of star campaigners and names of political parties will be added to the party expenses if the publicity material does not mention the name or number of any constituency and has the photo of a star campaigner on it. But if the material with the photo of a star campaigner has the name or number of any constituency, then the expenses will be added to those of the candidate from that constituency.

She said even if a star campaigner is also a candidate, expenses of publicity material having his photograph will not be added to his expenses unless it mentions the name or number of his constituency in the appeal. She said,as per EC guidelines, the travel and lodging expenses of the medical attendants and security guards, who can also be party workers, will be added to the party expenses if they do not campaign for any candidate. And if they campaign for any candidate, then 50 per cent will be added to the party expenses and 50 per cent to the candidate’s expenses.
