Multiple LPG accounts under scanner

The move had been done intending to remove several malpractices of misusing the subsidised gas cylinders.

The oil companies are all set to snap multiple connections registered with a single household by the end of this month. Oil companies, including Indian Oil,BPCL and HPCL are identifying customers who have multiple domestic LPG connections either in their names with same address or in some others’ name with same address.

The move had been done intending to remove several malpractices of misusing the subsidised gas cylinders.

“There are many who own small eateries and have taken a separate connection at home to use the cylinders at the eatery. The 19 kg commercial cylinder costs Rs 1,218 and the 14 kg domestic cylinder comes at a subsidised rate of Rs 401. Unscrupulous businessmen take advantage of the gap,” said Bijan Behari Biswas, general secretary,Indane Distributors Association.

In the first step of the screening process, the oil companies would look for same name, same address (SNSA) to lock more than one connections. This will be followed by different name, same address (DNSA) search to lock further connections.

“Those whose connection will be blocked will then have to fill out a Know Your Customer (KYC) forms and submitted along with a proof of address and a proof of identity. Only then it will be unblocked,” said Sukamal Kumar Sen,a LPG dealer in Kolkata who is also secretary of Bharat Gas Distribution Association.

The KYC form will also have a provision for register your bank account number so that if in the future there is a system to transfer the subsidy, the government can do it with ease by transferring the money to the bank account.

The LPG dealers, however, said that the deadline given by the oil companies to identify the account holders with same address by September 15 was a bit difficult deadline to fulfill.

“We should have been given a little more time. Scanning so many customers on such a short notice is an arduous task. Besides, there is a huge number of customers that belong to the lower income group. We have to assist all such households in filling out the form. That involves additional manpower, which we have to provide for,” said another LPG dealer.

“If there is a clerical error, the entire responsibility would then fall on the dealers,” he said.
