The BJP-led Municipal Corporation of Delhi (MCD) on Monday opposed the Delhi governments new laws on sale and registry of properties. Last week,the Delhi government came up with a new clause that requires submission of a structural safety certificate whenever there is a sale and resale of property.
The MCD is supposed to issue these certificates,but at present the civic agency does not have any structural engineers to prepare the required documents.
The BJP said the government should remove the clause as it is leading to a lot of problems among the public. The Standing Committee of the MCD on Monday moved a resolution against the clause and has asked the Commissioner of the MCD to inform the Delhi government about the decision.
At present,the MCD is not in a position to issue structural safety certificates as it has no structural engineers. The MCD gets a fee for all sale of properties,and so by putting in the new clause it (the government) is not only increasing the problems of property buyers and sellers but it is also creating the loss of revenue, said Yogender Chandolia,chairman of the Standing Committee.
He added that structural safety certificate is a very difficult to get in a city where half of the buildings are in unauthorised colonies and built without sanction plans. There are also old buildings built by the Delhi Development Authority that do not have such certificates. Many houses in the old parts of the city,such as Chandni Chowk and Paharganj,also have been built without sanctioned building plans.
Due to the new clause,for the past one week,properties are not being registered as the registry has been asking people to get the certificate.
This is a serious issue that affects a lot of people and the Delhi government should remove it as soon as possible, added Chandolia.
