MCD’s assembly session postponed; AAP not abiding by DMC Act, claims Opposition

Leader of Opposition Raja Iqbal Singh claimed that the session was cancelled after the opposition parties protested against MCD’s violation of the Delhi Municipal Corporation (DMC) Act.

The monthly house assembly of the Municipal Corporation of Delhi (MCD), which was set to be held on Friday, was postponed on a three hour notice. Citing “unavoidable reasons” for its cancellation, the MCD will now conduct the next session on October 31.

Leader of Opposition Raja Iqbal Singh claimed that the session was cancelled after the opposition parties protested against MCD’s violation of the Delhi Municipal Corporation (DMC) Act.

“According to the DMC Act, the agenda of the MCD House meeting should be decided and distributed to members at least 72 hours before the meeting, but in the last four-five months the agenda is being distributed, just before the meeting is about to start, thereby leaving no scope and opportunity for us to study the agenda…not only have the monthly meetings of the MCD been reduced to a ritual but the Aam Aadmi Party is also violating the guidelines set by the DMC Act,” Singh said, while alleging the AAP of running the MCD in an “anarchic” manner and destroying its “democratic working”.

Highlighting similar concern, Delhi Congress leader Mukesh Sharma said, “Provision of the DMC Act is to present the agenda 3 days before the meeting, which the AAP has not been abiding by…we were planning to raise important issues related to public health like the dengue strain in Delhi and increase in pollution…it is extremely disappointing that the AAP has not included provisions to tackle dengue and pollution in this month’s agenda, for which the Congress councillors will raise a voice in this month’s house assembly.”

Opening community reading rooms at unutilised vacant garbage dhalaos, offices and schools; a provision to introduce pension benefits for 50% part-time workers, starting a Paediatric Cardiology Centre at Balak Ram Hospital by an NGO, for an initial period of 5 years, and a proposal to the council to hand over 60 MCD dispensaries to private lab operators — are among the 15 agendas proposed by the AAP to be discussed in this month’s house assembly session.
